Guernsey Finance deputy chief exec steps down
GUERNSEY FINANCE deputy chief
executive Kate Clouston will be
stepping down from her role to join
offshore law firm Collas Crill next year.
The promotional agency is now
seeking a new specialist in business
Clouston joined Guernsey Finance
in 2015 and has been credited for
making significant progress in the
Asian and US markets.

impact in the time she has been with
us,” said Guernsey Finance chief
executive Dominic Wheatley.

transform the success of our efforts in
China and Hong Kong, and I know her
work has been well respected by the

Hawaii regulator confirms permanent captive administrator
THE HAWAII Department of
Commerce and Consumer Affairs
Insurance Division has appointed
Andrew Kurata as its permanent deputy
commissioner and captive insurance
administrator. He previously held the
position in an acting capacity.
The captive insurance administrator
oversees the ongoing regulation of
all captives licensed in Hawaii under
insurance commissioner Gordon Ito.
Kurata’s responsibilities include
monitoring for regulatory compliance,
reviewing filings, coordinating onsite
examinations, and promoting the
growth and development of the captive
“Andrew has been a dedicated and
important part of our experienced
staff in providing a stable, committed
and business-friendly environment
opportunities for people in the island’s
financial services industry to enhance
their knowledge and connections and
serve the industry in its broadest form.
“We will now look to recruit a
replacement for Kate, specialising
in global business development, and
build on her good work. She will be a
hard act to follow.”

Kurata has been with the Insurance
Division since 2011 as a captive
insurance examiner and captive
insurance programme specialist.
He previously worked in the audit
department at KMH.
Commenting on his appointment, he

growth and success of our domicile.
“The captive insurance branch will
continue to provide prudent regulatory
oversight while forming collaborative
